What is proper etiquette for adding pickets to the other side of a fence?

I have a privacy fence installed and the un-picketed side naturally faces outside my yard which faces our new neighbor. They have started placing pickets on MY fence without even asking my approval to do so.

Although we would have approved this had they asked, what is the proper etiquette in the issue? Should they have asked before assuming it was alright?
