we just had a pressure treat redwood dog earred fence installed between mine and my neighbors house and there are tiny gaps in the slats. is this normal ?

i questioned the fence builder about this and he said it was supposed to be. i don't like it as i was expecting a little privacy but due to some gaps it appears we will have very little. can't a dog earred fence be installed without any gaps between the boards?
