is the fence "on" the property line or set back onto your property? in pretty much any state, it's the livestock (or horse) owners responsibility to contain their own animals. they are responsible to have a fence on their side to keep it from destroying your property and fence. anyway, assuming you've already been down that road, let me give you something useful.
i actually copied this information from an article by charles sanders, but it works perfectly and i have used in many times with existing woven wire fences around my pastures. if only the top of you fence is loose, you might not need to do it to all of the strands. here's the info you need...

if you have a stretch of existing woven wire fence that is sagging, you can use a pair of fencing pliers to tighten it. it essentially uses your pliers to bend the wires and, in effect, shorten them to take the sag out of the run of fence.
simply grab your pliers in both hands, open them, and place the open jaws vertically over the top wire of the fence. with a twist of the hands, move the pliers to horizontal, with the wire still in the open jaws. the wire will get a sort of “z” bent into it. proceed to the wire below and repeat. continue the process all the way down to the bottom wire.
depending upon the amount of sag in the fence, you may need to repeat the tightening between several rows of the wire stays.

as a seperate thought, you might want to consider buying a small electric fence charger and running a line or two accross the top of your fence. they are perfectly safe (hurt a little if you grab the wire, but nothing lasting) and completely legal in nearly every township or rural area (since your neighbor owns a horse now, i assume you don't live in an actual city). they are pretty much the standard now for new livestock areas because they are significantly safer the barbed wire and almost any livestock animal respects them. you should be able to install the charger, plastic fence insulators, and wire for less the $100 and do it in a few hours. if you search for how to install an electric fence or stop by any tractor supply or even several home depots, you'll find all the information you would ever want.
