how high can I build my fence?



I live outside of city limits and have a nine foot privacy fence. One neighbor is happy about this, the other is not. It makes her yard look bad, but the fence itself is not unsightly, and it is on my property. I gave her a foot of land to make sure of this. Are there restrictions on how high I can have it? It does not block the view of the road, and as I stated, I am outside of city limits. Can she do anything?
