attaching to neighbors fence

We installed a 5 foot neighbor friendly shadowbox fence last summer. Because of the huge yards both our neighbor and I share, we decided to build together and split the cost of the mutual fence between our properties. Right before the fence was started, the neighbor backed out and we continued with ours, paying the total cost. Now the neighbor is having a fence put up and intended to attach to ours, yet has failed to ask permission to attach to our fence. What is the proper etiquette in this situation? Do I have the right to refuse their butting up to our property line / fence?
